The
award recognized his research management excellence, particularly
in leading the national agricultural research system, a network
of R&D institutions and 14 regional R&D consortia, all working
along the research-extension continuum.
“His
balanced treatment of applied and basic researches in agriculture
paved the way for the generation of new knowledge and the development
of practical and appropriate technologies,” the citation read.
As
well, the award acknowledged his contribution “to the realization
of the Department of Science and Technology’s mission to bring
the benefits of science and technology to the private business sector
