facilitators and lecturers are from the Development Academy of the
Philippines.
Lecturer
Dr. Maria Carmen A. Lagman, research project leader from the World
Fish Center, encouraged the participants to go beyond the limits
of packaging proposals.
“Grants
are investments, not gifts; we have responsibilities to them,”
she stressed.
Dr.
Lagman also said that Filipino scientists and research managers
must think collectively and look at the sustainability of projects
conceptualized at the farmers’ level.
PCARRD
Planning and Development Division acting director, Dr. Leah J. Buendia,
challenged the participants to take on the responsibility of generating
resources for R&D in the agriculture, forestry, and natural
