Executive
Director Patricio S. Faylon became the third recipient of the Research
Leadership Excellence Award given by the Philippine Association
of Research Managers, Inc. (PHILARM) during its 16th annual national
convention on April 19–21 at the Mariano Marcos State University
in Batac, Ilocos Norte.
Dr.
Faylon was recognized for his dedication and commitment to research
and development (R&D) management not only in the Philippines
but also in the Asia-Pacific Region.
In
his acceptance speech, Dr. Faylon thanked the association, which
according to him “not only propagates professional development
but also cultivates peer support and motivation in our struggle
to improve our R&D culture.”
He
spoke of pushing for more institutional collaborations to “tap
the flow of funds for R&D and spin off better indications of
R&D productivity.”
“There
is much we can do by working together, sharing responsibilities,
and contributing human and financial resources,” he said.
The
event gathered some 200 R&D managers from state universities
and colleges, local government units, Commission on Higher Education,
attached agencies of the Department of Agriculture and Department
of Science and Technology, and India-based International Crops Research
Institute for the Semi-Arid Tropics (ICRISAT).
The
keynote speakers were former PCARRD executive director, Dr. William
D. Dar, now director general of ICRISAT, and Chancellor Luis Rey
I. Velasco (represented by Vice-chancellor Enrico D. Supangco) of
the University of the Philippines Los Baños.
Founded
in 1989, PHILARM, a nonprofit, nonstock organization, aims to enhance
and promote the role of research managers in improving and sustaining
