PCARRD Annual
Report
This publication covers the January to December reports of PCARRD. The
Council actively continues its participation in the promotion of
technologies through the Comprehensive Technology Transfer and
Commercialization (CTTC) Program of the Department of Science and
Technology (DOST). It facilitates the pilot testing of rural-based
enterprise development projects and encourages the active
participation of the private sector in R&D prioritization to enhance
private sector investments in R&D.
PCARRD
Highlights
Generating research results and packaging these into usable
information and technologies have always been a commitment of PCARRD
and the NARRDN to the farmers, rural folk, and entrepreneurs. Hence,
PCARRD, with the collaboration of the R&D network, has delivered on
this commitment through various strategies. This publication is a
documentation of PCARRD’s efforts in technology promotion and
commercialization, the R&D sector’s principal strategy in responding
to our country’s development goals.
Reshaping: The National
Agriculture and Natural Resources R&D System (A Compendium of Speeches
by Dr. William D. Dar,
July 1994-June 1995)
When Dr. William D. Dar assumed the position of Executive Director of
PCARRD on July 1, 1994, he brought with him an infusion of youthful
vision and fresh leadership into DOST’s pioneering Council. This
publication records Dr. Dar’s thoughts about running the NARRS that
nurtured him in his early years as a research manager. It gathers the
discourse of the man who wants to steer the system into the 21st
century, to rationalize the national R&D efforts, and promote
sustainable agriculture, food security, and technology transfer. In a
way, this publication is about coming home to begin a new generation.
New Challenges, New Strategies (A Compendium of
Speeches by Dr. William D. Dar, July 1995-June 1996)
This volume covers another year of Dr. William D. Dar’s speeches – a
recollection of his visions and policy statements, as executive
director of PCARRD, in crafting new strategies for the emerging
challenges in the agriculture, environment, and natural resources
sector. The new millennium beckons with a formidable caution because
the rush for improving the quality of life for all is tempered by the
limitations of our dwindling resources, and of the environment in
general. The discourses of Dr. Dar on food security, sustainable
development, global competitiveness, and public service are but a
reassurance from the man who continues to play a prominent role in
leading the R&D efforts in agriculture and natural resources. May
this second compendium of Dr. Dar’s speeches be a source of
inspiration for all those who believe in the continuing struggle for a
better life quality and a wholesome environment to live in.
Gearing Up (A Compendium of Speeches by Dr.
William D. Dar, June 1996-May 1997)
This 3rd volume of Dr. William D. Dar’s speeches is a
compilation of his visions and strategies to continuously upgrade the
role of the R&D sector in agriculture, forestry and natural
resources. This compendium reflects a man’s commitment to motivate
and mobilize the R&D sector towards a new direction and strategy of
increased participation of its clientele, specifically the farmers.
May this book empower everyone to aspire for a better way of life and
a quality environment in the next millennium through active
involvement in the country’s agricultural, forestry and natural
resources R&D sectors.
Building Partnerships and Capabilities
(A Compendium of Speeches by Dr. William D. Dar, June 1997)
This is Dr. Dar’s fourth annual compendium of speeches, published as
executive director of PCARRD. This is more than just a compilation of
his views and insights on last year’s events that were of significance
to the agriculture, forestry and natural resources sectors. These
speeches capture Dr. Dar’s reflections on those events that spelled
tough times for the country such as the onslaught of the El Niño
phenomenon and the currency crisis. Above all, the writings reveal a
man of solid conviction, one who stands his ground at all times.
Indeed, the book directs attention to the contribution of R&D to the
country’s endeavors in attaining world-class standard in agriculture,
as well as other sectors of the country.
State of Affairs of PCARRD Partnerships with
National and International R&D Institutions
The National Agricultural Research System (NARS) is considered the
cornerstone for the development of any country by generating and
promoting technological advancement. Technologies provide the
backbone to the attainment of a country’s development goals. At the
very core of this vision, is the concern for adequate food, natural
resource-based conservation, environmental safety, and poverty
alleviation. Worldwide, developing nations share the same dream.
This is why the agricultural research systems across continent gear up
to renew, enhance, and establish partnerships among countries. This
volume documents the extent of collaboration PCARRD has so far forged
and appraises the benefits accruing to the country’s development
efforts.
The Making of the Philippine Agriculture and
Resources Research System: A Case for the Developing World

The story of the making of the Philippine agriculture and
resources research system is replete with lessons for those who steer
the course of their country’s social and economic growth. PCARRD is
proof of the Philippines’ commitment to accord agriculture and
resources research the support and priority it deserves, on a more
ample scale than in the past. This commitment has borne fruit, as we
see in the significant strides made by PCARRD in strengthening
national research capability and in ensuring that research programs
are responsive to the needs of the country. This documents the making
of PCARRD toward achieving and sustaining social and economic growth
through agriculture and resources research and development.
The Philippine National Agricultural Research
System: A Catalyst for Economic Growth and Sustainable Development
(William D. Dar)
Since inception, PCARRD has been in the
forefront of agricultural and resources development, largely through
the initiative and persistence of dedicated men and women passionate
in their search for new and better ways of effectively orchestrating
agricultural research. As PCARRD celebrates its silver anniversary, it
avows to pursue an even more pivotal role in placing R&D into the
mainstream of development in the country. This volume is dedicated to
the men and women who infuse life and spirit into the ideals of the
NARS. With PCARRD’s celebration of a milestone in history, the
appreciation of the past could be rekindled and the resolve to do even
better could be strengthened as the country pole-vaults into the 21st
century.
Poetry: Life, Nature, and Science
The author, Dr. Fernando A. Bernardo, a doctor in Genetics, a
competent administrator, well-respected in the science community,
locally and globally, came up with a work of art. This book is a
product of his efforts to write poetry during his last few months
before retirement at the International Rice Research Institute. In
constant search for life's meaning, the author came up with this
volume of his poems. Seemingly, his vast knowledge about the world is
transformed into verses, rhythmically written, to simplify what are,
otherwise, complex propositions. His poems reflect his thoughts about
concepts that are ordinarily taken for granted. Yet, with his
inquisitive mind, his poems will inspire a second thinking.
PCARRD Medium-Term Plan 2000-2004
The Medium-Term Plan (MTP) of PCARRD for the period 2000-2004
outlines the Council’s directions and priorities in pursuance of its
vision and mission for the agriculture, forestry and natural resources
sectors. PCARRD believes that making full use of science and
technology can help alleviate poverty, attain global competitiveness
and sustainable development.
PCARRD Medium-Term Programs and Priorities
(2000-2004)
This volume on Medium-Term Programs and Priorities provides the
details of the Medium-Term Plan of PCARRD for 2000-2004.
Specifically, this volume describes the nature and scope of the
programs and the subject matter priorities of each of the programs to
be pursued by the Council to promote S&T development in this country.
It also contains the specific agenda of PCARRD for CY 2000 to jump
start the programs indicated and step up their momentum.
Directory of PCARRD Scholars 1973-1997
PCARRD has played a strategic role in beefing up the human
resource capabilities of the agriculture and natural resources
research and development (R&D) system. This directory pays tribute
to the R&D specialists who, through PCARRD’s Human Resource
Development Program, have transformed the R&D community to what it is
today. It is envisioned that this publication will provide access to
a pool of experts in agriculture, forestry and natural resources,
foster closer ties between and among PCARRD scholars, and most
importantly, pave the way for catalyzing cooperative endeavors between
and among government and private research institutions, R&D centers of
excellence and industry stakeholders.
The Fiery Fury of El Niño
(A
Compendium of IEC Materials on El Niño)
The whole world dreaded the
news that a strong El Niño was bound to occur. This weather
disturbance was considered an enemy that could cause damage to the
environment, agriculture, and marine life, therefore, has destructive
consequences to human life. PCARRD on its El Niño Information,
Education and Communication (IEC) gathered printed materials on El
Niño from various government agencies and compiled them into a
compendium. This compendium is a source of information on water,
measures, studies and technologies that would lighten the load of El
Niño. Contents show steps taken by the government under the Ramos
administration, in saving the nation from a threatening weather
abnormality.
El Niño Southern Oscillation: Mitigating
Measures
The agriculture and fisheries sectors are the foremost sectors
affected by the adverse effects of El Niño Southern Oscillation (ENSO).
Heavy floods, extreme droughts, hazardous forest fires and snowstorms
brought about by extreme weather conditions used to amaze scientists.
This publication provides good insights on mitigating the effects of
El Niño and La Niña. Technologies discussed may be applied to the
agriculture, livestock, forestry and the fisheries sectors as
precautionary measures, mostly to withstand the impending
socioeconomic difficulties. |
