THE EL NIÑO R&D PROGRAM

When the news of the recurrence of el niño broke out in July 1997, the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) took the lead in planning and coordinating activities related to mitigating the projected ill effects of the event. Through inter-agency consultation, an integrated science and technology (S&T) action plan was prepared and presented for government support. The Department of Agriculture (DA) allocated 10M to PCARRD for the conduct of research and development on the phenomenon. The El Niño R&D Program was born.

The program focused on the conduct of R&D in the agriculture, fisheries and natural resources sectors. A technical working group composed of representatives from PCARRD and the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) was formed to screen, coordinate and monitor projects specifically aimed to:

Conduct technology demonstration trials on a short term basis

Search and develop technologies which would help alleviate el niño's impact; and,

Pursue information, education and communication campaign.

Given time and funding constraints, and for immediate impact, the program gave preference to short-term R&D projects with a maximum duration of two years.
