Information is meaningless unless assimilated by the right user. Research results, technologies, warnings... all of these will amount to nothing if the target populace is not reached. Commensurate effort should therefore be made in selecting and setting the right communication channels. A substantial and accessible database and a set of protocols for data collection, storage and retrieval are therefore necessary. An effective information system, capitalizing on current advances in technology and information sharing, would be an invaluable addition to our efforts in curtailing the effects of El Niņo and similar disasters. |
