Watersheds supply the water requirements of various irrigation sources, hydroelectric dams, and domestic and industrial water systems in the country. Despite their recognized value, the state of watersheds has been worsening through the years. Overexploitation of watershed resources disrupt hydrological processes resulting in cases of accelerated soil erosion, siltation of rivers and reservoirs, incidences of flooding, and decreases in domestic water supply. There are consequent downfalls in the productivity of agricultural lands and fishery operations. Some of the major reasons behind this are poor management systems and guidelines in implementing strategies and policies for watersheds. Sustainable management is needed if benefits from watersheds are to be maximized. A comprehensive, effective, and pragmatic set of guidelines for the implementation of an integrated watershed management is needed. The guidelines would be an effective aid for planners and decision-makers in maintaining multiple uses for watersheds while keeping a balanced ecosystem.
