Projections on the negative impact of the 1997-1998 El Niņo phenomenon
were alarming especially in the agricultural sector. Proper accounting,
understanding and documentation of the degree by which the most recent
episode has affected us is needed if the country is to cope better with
succeeding events.
Questions on actual socio-economic impact, comparative valuations, coping mechanisms, and mitigating measures have to be answered. Such are valuable information that could be used in times of similar situations; and for preparing for future eventualities. This assessment project tries to evaluate the impact of the 1997-98 El Niņo in the agricultural sector, compare it with past occurrences, and draw-up policy recommendations.
