The LBSC  shall function as an agent of technological and social change and development, drawing its framework from national development goals.  Excellence, cooperation, and relevance are its guiding concepts in attaining the following specific objectives: 

	To develop and strengthen linkages among the participating agencies and other interested parties in support of common science and technology agenda;
	To organize a forum for inter-agency cooperation and to establish  an effective system of sharing and utilization  of resources among members agencies and institutions;
	To promote and enhance effective collaboration and coordination among member agencies in the conduct of R & D programs and activities;
	To promote closer coordination among member agencies in the packaging and dissemination of science and technology information;
	To generate resources for  projects that will be undertaken by the LBSC;
	To facilitate the transfer and adoption of research outputs and services developed and produced by the participating agencies to different clients and users;
	To participate actively in the celebration of National Science and Technology Week  (NSTW) and other related activities in the community;
	To promote the well-being of the community through the utilization of science and technology.
