Disclosures and Claim Drafting held in PCARRD, Los Baños,
Laguna last August 29-31, 2007.
The
participants were specifically from the University of the
Philippines Los Baños and Mindanao, Visayas State University,
Philippine Coconut Authority-Albay Research Center, Aklan
State University, and Benguet State University.
The importance of prior art search in the research and development
(R&D) continuum was stressed in the workshop. In response,
the participants recommended that this be a required part
of project proposals submitted to the Council for evaluation
and/or funding. At its end, PCARRD has already incorporated
prior art search in its project proposal format.
The participants also appreciated the importance of integrating
IP management in the whole R&D process and suggested that
the same training be conducted for other researchers in the
NARRDN. Further, they proposed that IP Units/Offices be established
in all R&D institutions, especially in the academe.
Resource persons from the Intellectual Property Office, PhilRice,
and PCARRD mentored the researchers in writing the complete
disclosures of their respective IPs derived from PCARRD- and
Department of Science and Technology (DOST)-funded projects.
These shall be the basis of claim drafting by patent agents
prior to patent application.
To seal the good faith begun with the complete disclosures,
the patent agents, patent examiners, researchers, and research
managers involved in the training signed confidentiality agreements.
