The
leader-managers of the National Agriculture and Resources Research
and Development System (NARRDS) recently set out for their in-country
and international Continuing Education Program (CEP). This initiative
is part of their effort to improve Research and Technology Management
(RTM) in the country.
The
Central Luzon Agriculture and Resources Research and Development
Consortium (CLARRDEC) and PCARRD jointly implemented the program,
which ran from 09 to 15 June and involved the training of participants
in Taiwan and Malaysia.
Given
their track record in RTM and collaborative linkages with other
Asian countries, the two agencies organized the program to expose
the NARRDN representatives to international RTM systems. The program
also aimed to help them formulate programs and projects towards
attaining the country’s medium-term development goals.
In
a pre-program seminar held at PCARRD, the participants were given
refresher course on the basic concepts and principles of RTM. Consortium
officials presented the state of RTM in their respective regions.
They then identified the weaknesses and strengths of the country’s
RTM system. Out of these, the participants identified areas of opportunities
to focus on during their overseas study visit.
During
their international visit, participants identified and observed
key success factors for RTM and tools and strategies to be instilled
in their respective regions. As an output, the participants would
formulate an Action Plan for strengthening their consortium’s
