Under
Faylon’s leadership, PCARRD invested in a number of trailblazing
activities, including R&D programs in agriculture and forest
biotechnology, and recently the S&T anchor programs on several
commodities such as banana and native chicken, among others.
In
2006, PCARRD initiated stakeholder consultations for the formulation
of the S&T Agenda 2006-2010. Anchored on the Philippine Agriculture
2020 (PA 2020), the agenda lists down priority S&T activities
to be conducted by the NARRDS at the national and regional levels
to support the priority industries with scientific solutions and/or
technologies.
Furthermore,
under Faylon’s supervision, PCARRD implemented the integrated
Techno Gabay Program (TGP) components, such as the Farmers Information
and Technology Service (FITS), Magsasaka Siyentista (MS), Information
and Communications Technology (ICT) and Information, Education and
Communication (IEC). These components are now the anchor of PCARRD’s
techno-delivery services.
Today,
TGP has 234 FITS centers around the country bringing science-based
information and services to a wide base of farmers and entrepreneurs.
PCARRD
has successfully renewed its ISO 9001:2000 certification this year,
thereby ensuring continual improvement in PCARRD’s processes
and procedures, and positive working relationships among employees
and clients.
Dr.
Faylon is committed to the full implementation of the S&T Agenda
and in supporting a total of 300 FITS centers by the end of the
year. And because of the significant increase in government support
to PCARRD’s major programs, not to mention its success in
resource generation, PCARRD has ensured the sustainable implementation
