TGP implementation leaps forward, PMA consultation kicks-off

PCARRD has found an effective strategy in implementing its Techno Gabay Program (TGP) - that is, through the Partner Member Agencies (PMAs) scheme using participatory approach.

PMAs are regional research and development consortia member-agencies actively involved in R&D and technology management. Their participation in the TGP is seen as vital in institutionalizing the national government’s investments in TGP and the socio-economic gains from the program.

Also, “the PMA scheme is seen to streamline the implementation of TGP particularly the financial management and M&E at the regional, provincial and local levels” say’s Dr. Bessie M. Burgos, PCARRD Director Technology Outreach and Promotion.

Involving the PMA in the implementation of TGP will sustain research-based information and technical assistance to the FITS centers and firm-up links between the extension programs of PMAs and TGP.

To firm up the PMA scheme and the implementation of TGP, PCARRD is implementing a series of joint Consultation and Planning Workshops, which kicked off last July and is expected to complete in October 2007, with the regional R&D consortia and the PMAs in eight strategic locations.


Consultation with the Cotabato Agriculture and Resources Research and Development Consortium (CARRDEC) and its PMAs was held from 31 July to 01 August at the University of Southern Mindanao, Kabacan North Cotabato.

The consultation leveled off understanding of TGP and its enhancing programs and clarified

the terms of reference (TOR) of the PMAs, the Consortia, PCARRD and the FITS centers. The workshop also served as a venue for the PMAs to develop their Work and Financial Plans (WFP) and align them with the 2007-2008 WFP of the consortium and the FITS centers. (Lorelyn A.
