The FSB or Magsasaka-Siyentista
The Farmer-Scientist Bureau (FSB) program, more
popularly called Magsasaka-Siyentista (MS) program was formulated
to give expression to a shift in the development paradigm towards a farmer-centered
model of participatory development in agriculture and natural resources
management. It hinges on the need to directly involve farmers in research
and technology development by enlisting their knowledge and experiences
in partnership with scientists and other experts of the NARRDN.
The FSB program is based on the belief that the establishment
of a national network of demonstration farms which are managed and operated
by a group of acknowledged outstanding farmer-leaders can more effectively
showcase the commercial feasibility and viability of applying appropriate
technologies. Thus, by enlisting their participation in technology promotion
and commercialization, there could be a positive shift in the role of the
Filipino farmer—from being mere recipients of technological information
to enablers, facilitators and even initiators of technological change.
Objectives
In general, the program aims to establish and operate
a farmer-to-farmer advisory service in each of the 14 regions of the country
that could provide technical assistance to the LGUs in response to locally
defined needs.
Specifically, it aims to:
1. explore to the fullest the maximum complementation
of the farmer’s indigenous and collective knowledge by enhancing and institutionalizing
their roles in agricultural production, technology evaluation and promotion,
transfer and adoption; and
2. effectively assist the agricultural extension system
in the technology promotion and adoption process.

Coverage and Scope
In terms of geographic coverage, the MS’s service area
is within the territorial domain of the consortium that have selected them.
Hence, the basic MS network is organized on a regional level, although,
the individual MS members may come from the different provinces within
the region concerned.
