Acknowledging the National Federation
of Upland Farmers as the Primary People's Organization in the
Development of the Uplands, and Prescribing the Mode of Partnership
Between Such Federation and the Department of Environment and
Natural Resources.
The National Federation of Upland
Farmers was recognized as a partner of the government for upland
development. This was created and duly registered after a three-year
process of community organizing work. The formal organization
took after the second National Upland Farmers Congress in May
1992. Official representatives of various regional upland farmer
organization make up the federation.
The recognition of the National
Federation of Upland Farmers is governed by certain policies that
have been promulgated.
