The Council

Established in 1972, PCARRD, a sectoral council of the Department of SCience and Technology, is the apex organization of the Philippine national agricultural research system. Certfied since 2003 as complying with the ISO 9001:2000 standards in terms of its quality management system, PCARRD plays a significant role in fostering science and technology (S&T)-based economic develoment through natural resource utilization and management. For over three decades now, it has been providing a unified and focused direction for national research and development (R&D) efforts in agriculture, forestry, and natural resources (AFNR).

Mandates  
  • Formulates plans, strategies, policies, and programs for S&T development
  • Programs and allocates government and external funds for R&D
  • Monitors and evaluates R&D programs and projects
  • Generates external funds for R&D


Vision

PCARRD is a creative S&T leader and effective partner that initiates and facilitates the development of local and other adoptable innovations and technologies on a sustained basis for competitive agriculture, forestry and natural resources sectors.

Mission

PCARRD positions the AFNR sectors as dynamic, economically viable, productive, and S&T-driven. It primes these sectors to produce globally competitive agricultural and forest products, as well as sustain biodiversity, including land and water resources.

A small but strategic plan can target and contribute to a larger initiative to help reduce poverty – the Council’s CORPLAN thus supports the Medium-term Philippine Development Plan and serves as a commitment to the Millennium Development Goals.

This publication is the Council’s blueprint in a bid to form a cohesive research, development, and extension work plan to put the results of research and development to good use, where they are most needed, in a fast and efficient way. It was designed to make science and technology the driving force for agriculture and forestry to produce food, generate jobs, create livelihood opportunities, and ensure the rehabilitation and sustainable management of natural resources.
