PCARRD
is bolstering its presence in the national agricultural research
system. Established as the Philippine Council for Agricultural Research
in 1972, it provided the needed unified and focused direction for
national research efforts in agriculture and natural resources.
Then, in 1982, “development” became an added function,
thus the name, PCARRD.
Strengthened
in 1987 through EO 128 and certified since 2004 as complying with
ISO 9001:2000 standards in terms of its quality management system,
PCARRD continues to play a significant role in fostering S&T-based
economic development through natural resource utilization and management.
Mandates
• Formulates plans, strategies, policies and programs for
S&T development
• Programs and allocates government and external funds for
R&D
• Monitors and evaluates R&D programs and projects
• Generates external funds for R&D

facilitates the development of local and other adoptable innovations/technologies
on a sustained basis for competitive agriculture, forestry, and
natural resources (AFNR) sectors.”
Mission

the AFNR sectors as dynamic, economically viable, productive, and
S&T-driven. It will prime these sectors to produce food, generate
jobs and livelihood opportunities, produce globally competitive
agricultural and forest products, and be optimally managed to sustain
the land, water, and biodiversity.”
