R&D Priority Areas

1. Sociological database, including:

  • Benchmarking; inventory on what data are available by what agency
  • sociological structures (institutions, support services, resources)
  • needs/inventory of technologies used
  • profiling of Filipino farmers
  • linkages (institutional and knowledge domain, communities)
  • inventory, analysis and development of innovative methodologies and tools in R&D capability building (ex-ante and ex-post analysis, process documentation, profiling of institutions providing capability training, establishment of database on innovative participatory methodologies

2. Alternative modalities for effective R&D delivery system

  • Constraints to adoption and utilization of technologies at the farm and community levels
  • Privatization of extension: prospects and issues in the Philippines
  • Public and private sector roles in agriculture and natural resources service provision (credit, market, technology promotion)

3. Community Organizations/Rural-Based Organizations and Development Programs and Local Governance

  • Strengthening and harnessing COs/RBOs in development planning, decision making, information dissemination, and technology transfer
  • Institutionalization and operationalization of participatory approaches in development
  • Viability and sustainability of approaches used in rural development (cooperatives vs. forms of social organizations, institutional coalition/partnerships, training, policy intervention, livelihood enhancement activities, and other forms of intervention)
  • Effectiveness of decentralization policy
  • Evaluation of linkage of LGU and relevant line agencies in the implementation of ANR programs
  • Evaluation of SCU and LGU linkage in RDE activities
  • Empowerment and accountability in development
  • Strengthening of partnership and roles of households, school system and local government in agricultural and rural development

4. Security Mechanisms of Rural Household

  • Coping mechanism of rural communities to resource degradation/economic crisis/natural disasters
  • Assessment of household food security interventions (approaches/methodology/ models; level/extent of participation of intended beneficiaries; consequences on household across varied social and economic strata)
